Mage Blizzard creates a disk of explosions in the spell radius. Blast density is higher closer to the caster: distance from center is scaled by a squared random, so the inner ring is hit more often.
Base blast damage is 24. Cooldown is the selected spellbook slot. The True Power sceptre branch amps Blizzard with the rest of the school.
